Be it ordained by the Mayor, Recorder, and Trustees
of the town of Lebanon, That Isaac Fisher, Joseph
W. Cowan, Wm. M. Charters, Jas. B. Graham,
Martin Earheart, J. P. Gilchrist, Joshua
Stevens, William Eulass, and Henry Baker
be constituted a Board of Health within and for the town of Lebanon, who
shall continue in office for the term of one year and until their successors
are appointed.
Sec. 2. It shall be the duty of said Board, or a majority thereof, and they are hereby empowered to provide at the expense of the Corporation such hospital arrangements as they may deem necessary for the accommodation of the poor, and transient persons, who may be attacked or come to said town with the cholera or other infectious disease; to cause weekly reports of all deaths by such diseases; and generally shall have power to adopt such sanitary measures as they may deem proper and expedient. Said board shall also have power to examine the premises of the residents of said town, and to direct the Marshal to remove, or cause to be removed, all filth and nuisances thereon, to require all persons to cleanse and purify their cellars, yards and outhouses, in such manner as they may direct. Sec. 3. If the Marshal shall neglect or refuse to discharge any of the duties imposed upon him by this ordinance, he shall be fined in any sum not exceeding ten dollars; and should any person, after having been notified by the Marshal, neglect or refuse to cleanse their cellars, yards and outhouses, and to apply such disinfecting agents as shall be directed by said Board of Health, he or she shall pay a fine of not less than one dollar, nor more than ten dollars, for every twenty-four hours such neglect or refusal shall continue. Sec. 4. All fines and penalties in the foregoing ordinance shall be collected by action of debt, on complaint of any citizen of said town, before the Mayor, or in his absence or interest in the subject matter, or in case of his neglect or refusal to act, before the Recorder of said town.
